It comes and goes. The last time it happened was a couple of months ago.

It just happened again tonight, without any reason that I can think of.

I shut off my computer, took a nap. Turned it back on, and the windows load up screen stayed there for 5 mins. I manually shut it down, and started it back up. It loaded. But when I checked the Task Manager, I had 90-100% usage only by viewing a youtube video.

I restarted the computer again. It didn't start up. So I did it all over again. And now it's normal.

What gives? It can't make up its mind if it's ed or not?

    edit:

The temperatures are normal. 50c-60c at all times. Also, my fan is a bit screwy. I think the bearings are loose, that might have something to do with it.

Download process explorer and run it. It may give you an indication as to whats hogging your CPU. Remove any start up programs that are not required upon start up. It could also me automatic updates installing and configuring themselves. I fixed a lot of my issues on my 1720 about a year ago when I did a clean install of the OS and installed only the programs I use.
