I have a N7110 notebook running Windows 7. I had problems with the USB ports working intermittently. I also had a problem when I plugged or unplugged devices into the USB ports--my screen would start doing a slow strobe effect, fading in and out. A Dell diagnostic indicated I needed a new video card. Since I was still within warranty, they sent me a new motherboard (supposedly with a new video card attached) and a card with the USB ports attached. I had them installed.

Within a couple of weeks, the strobe effect is happening again. I don't know if it is triggered by the USB ports or not, but the USB ports appear to be working fine. I am now past my warranty period. The strobe stops when I reboot. I also found that when I open Task Manager it seems to help.

Can you take a video of this strobe effect? It's not really that easy to tell what's going on...
