Looking online, I am seeing the processor speed of this type of machine to be
Processor: Intel T2500 2.0GHz Core Duo taken from here:

On the machine itself, under System Properties, it is showing:
Dell Inspiron 9400
Genuine Intel [R] CPU
T2250 @1.73 GHZ
795 Mhz, 0.99 GB of RAM
So what's the deal with this unit? Does this unit have different mobo from the original so that's why it is showing as Inspiron 9400 instead of E1705? Is this a duo core unit? If yes, what's the processing speed please?

The difference in naming convention between Inspiron 9400 and E1705 is just locale I believe. E1705 is the U.S. model number.
It is a dual core, but not 64bit. You can look up the processor based on it's model number to get it's exact specs: Intel® Core? Duo Processor T2250 (2M Cache, 1.73 GHz, 533 MHz FSB))
The lower clock speed liste is just speedstep lowering the clock speed when the CPU is idle. It's going from 13x133 (1733Mhz) to 6x133 (800Mhz). -
So it's a 32-bit duo core processor with each processor's speed being 1.73Ghz and not 2.0ghz?

It is a 32bit dual core processor with a model number of Core Duo T2250, and runs at 1.73Ghz.
The Core Duo T2500 model runs at 2.0Ghz. -
