Check your Startup folders (both under your own profile, and the All Users profile).

I'm not sure if the other guy is thinking what I'm thinking, but...

Try going into the start menu and typing 'msconfig' in the search box. Once that box opens up, click on the "Startup" tab. You might find the solution there.

Sprtcmd is the Dell support center, I believe. I think it's safe to assume that you can disable that without worry. And if that's not the problem, it'll speed up the booting process of Vista.
DSAgent is an updater for the support center.
Dcsa....I'm not sure what that is. Try disabling that and restarting your computer, to see what happens. If that doesn't fix the problem, reinable it, as I do not know what it does.

    Hope I helped.

It's possible, but I doubt that your bluetooth is the reason why.
If the problem continues, try calling Dell technical support, and explain your problem to them.

Windows USED to have a feature that memorized open folders; just like Windows remembers the position of icons on your desktop, it will also remember open windows and their positions, too.

I do not know where to find that setting, but I do know that if Explorer crashes, Windows will not remember the position of your new icons. I assume something to that effect is happening here, and since that explorer window has been opened (at startup), Windows needs a successful shutdown, without Windows Explorer crashing, to "remember" that the window has been closed.
