I just got a new battery for my laptop since the old one was on its
way out. Well when I put the new battery in and the laptop recognizes
it. I start up my Battery Mon monitoring program and see it in there
with 40% left on it. The laptop runs on the new battery. However it is not charging even though I look in the systray and it says its charging. The old battery charges up fine. What's going on here? Has anyone heard of anything like this happening? Most of the problems I've found on Google pertain the
battery not charging because the laptop and or XP won't recognize it.
The battery is recognized just fine it's the failing to charge that
    has me puzzled.

Check the battery and AC adapter status in the BIOS. See if they both are normal. From where did you buy the new battery?

Since batteries have a one year warranty, your new battery would have a warranty, so you can contact the retailer.
