I just found out from a friend of mine who used to work at dell, to check your dell machine and run some pretty low level diagnostics (like RAM tests, LCD tests and other subsystem tests), do the following

    Turn off the power,
while pressing the Function (Fn key) press the power button to start the laptop in diagnostic mode.

Mighty useful diagnosing RAM and HDD issues! ;)

what is the difference between pressing the "Fn" and turn on the laptop with the other option is to press "F12" to restart the machine?

Pressing F12 on startup just allows you to select your boot device.
