    I am probably going to get a tv tuner with a dell gift card. Will the tv tuner make my notebook exactly like a tv?

    I was also going to get a 19 inch external monitor, would this combo be like having a regular tv?

    With the TV tuner hooked up to your laptop, you can watch TV on your laptop and it would be like a TV monitor, yes.

    I don't know what kind of laptop you have, but if you have Windows XP Media Center Edition, that works extremely well with a TV tuner.

    If I get a tuner that requires its own power source can I watch tv with my notebook off?

    No, power needs to be going to the LCD inorder for an image to appear on the screen.
