I'm just curious. How come every time I read about 21 days return policy, the 15% restocking fee was never mentioned? :/ Not cool.

Most peep's haven't been charged a restocking fee as far as I know

It depends on the individual and the problems they may, perhaps be having with their notebook.
It's also hard to answer your final question. I think for the most part, you will get a blend of answers on this.
What you have is 21 days from date of invoice to *get to know your lappy*. If you have any problems w/in the 21 days you can return it for a brand new one or get a full refund. If after 21 days = refurbished lappy.

So question, for the 21 days, what date do they use to count the days? Do they use the order date? My order date is 22 Oct but my delivery date is 27 Oct.

21 days from invoice date, which is the date that the laptop is shipped.

I ordered a Studio 17 with the $99 Mini 9 deal; any return must include both systems.
However, the Mini 9 is scheduled to ship several days after the Studio 17. What's more, Dell elected to ship the Bluetooth card for the Studio 17 separately, several days before the Studio 17 ship date.
The bluetooth card has already been shipped, and I have an invoice dated 12/2 for that component alone. The Studio 17 isn't scheduled to arrive until 12/12, and the Mini 9 on 12/15.
Does the 21-day return period begin on the date of first invoice, 12/2? That doesn't seem very legitimate if it does, because no one asked or expected Dell to ship an internal component of the system separately a full week before the system itself is shipped.
I'll only have a week with the Inspiron 9 before the return period is up, and that's assuming Dell ships the systems on schedule, it's entirely possible I won't even have all the shipments when the time is up. I'm concerned, because I've read some pretty pessimistic receptions of the system I ordered. I'd have canceled it if they hadn't already shipped the bluetooth card.
