Do all dell laptops come with the 'reversed' F buttons? Normally the default input for the F buttons are the F buttons and you have to press the Fn button to get the blued extras.

but on Dell Inspiron 1464, it's reversed. the extras are the default and you have to press the Fn to press the F buttons.

You can change this with Dell Quickset (on older models it's a BIOS setting). At least this is the way you do it on a Studio laptop, I assume it's the same on an Inspiron.

On my new dell studio 1558 that setting is in the bios. When doing an alt-f4 it would instead turn off my wi-fi and I'd lose my VPN connection. Was very annoying. I'm just thankful it is an adjustable setting.

My HP G62t laptop has the same function. The defaults are the special functions, not the F keys.
