On Friday, an order I had inadvertently placed on Monday accidentally went through despite Dell having told me the order wouldn't process. By this point, I had already processed a second order, this time using Paypal whereas the first time was through Dell directly. On Friday, Dell took $1197 from my bank account in the morning and I called them to cancel that order, and the money was promptly returned to my bank account without any problems. Now, on Sunday, I see them pulling the same amount of money out again. I called them and they told me the order was canceled so it's in the hands of my bank, and that I should wait until tomorrow to see. Well, what if Paypal decides to pull out its money for the real order, and it sees my bank account only has a dollar in it? I have a feeling I'm going to get royally screwed here.

When you place an order, Dell will "freeze" the money in your account, which is just a way of verifying you are serious about ordering a computer, and that you have the money to do so.
After a few days, the money will be "unfrozen" or released so that it will appear in your account again.
Dell does not actually take the money as payment until they physically have shipped the computer.
