I have a friends Dell laptop here and it will only power on for about 3 sec. No lcd or fan or hard drive activity. Just a couple of leds come on, then it all goes off.
I disassembled it once already to look for something loose or corroded, only thing i could find was a lot of dust.

Which model?

Check the ram.

My 5150 acted that. Bad motherboard.

Usually an LED code is BAD. I would look for the user/tech manual and try to find out what that code is. Trust me, that computer is trying to tell you something.
BTW, I believe Dell computers light up the middle LED when there is bad RAM or the mobo connection to the RAM is bad. Just FYI. -

There was a lawsuit involving the 5150..if that is indeed the model that your friend owns he might be able to get some sort of compensation.
-
I seem to remember something about that lawsuit...can't place my finger on where I heard about it.

There is a 5150 link on the Dell Support page with a link.
