I have a Dell Insprion 1501, running XP Pro version 2002 with SP3. It comes with 4 USB ports. Two on the side and two in the back. Recently they all quit working (not recognizing any devices plugged into them) but still provide the 5 volts to devices. I read many forums and found that many people suggested reinstalling drivers, the chipset drivers, uninstalling all drivers and rebooting twice, pulling the battery... I tried them all and nothing worked. So then next thing I did was to boot up with a BartPE disk that had USB support and all ports were dead. I decided at this point that the motherboard was bad. I really cannot swing a new motherboard at this time, so another message board had a suggestion that said get an ExpressCard USB card. I found one that was supposed to be plug n play. I insert the ExpressCard USB card and one Unknown Device shows up in my Device Manager AND as soon as I insert the card I get the error: USB Deviced not recognized. Nothing plugged into the USB ports on the card are recognized nor is there the 5 volt power. I tried finding a driver for this card. It is a Best Connectivity card 34mm USB 2.0 4 port. After a web search it looks like Syba is a parent company of Best Connectivity (not confirmed) and I found a driver on their site for an ExpressCard 4 port USB 2.0 card. I installed the driver and reinserted the card and get the same error. I am starting to think that this is related to the bad motherboard as well, but could ALL these issues be just driver issues and the tests I tried before do not prove a bad motherboard? I can back up my data and reinstall XP Pro but I don't want to go through all this if it will be futile. I also installed a second partition of Ubuntu and the USB ports were not recognized by Ubuntu. I know I will not be able to find a Ubuntu driver for the ExpressCard. Any suggestions or advise are appreciated.

    Thank you.

I think you narrowed it down pretty good.

If another OS is doing the same thing then I believe its the main board.
