GPU runs on 2d mode automatically, but you can change the clocks using ATItool.
As for CPU, you can use notebook hardware control-google it-download Dell version though, not regular one. -
ok, thanks thing is in normal vista the cpu is at 1.6 @ .85, yep .85.
Now when i try to do 1.2 on 0/95 the system becomes really realy slow, and the battery consumption is almost the same -
NHC does not work with vista x64. Any other ideas?

flipfire showed me the thread on how to make RMClock work with Vista 64 bit.
Works great for me, I reduced my temps under max load from 84 degrees to 66.
