Hey guys,
I've been working on undervolting my Inspiron e1705 and it's been working fairly well. I've got it down to 1.075 V, and I will be going farther as I get time to work on it. The thing is though, the processors normally idle around 35-40, which isn't as much of a cause for concern as the GPU is, which is it a steady 69-71 C. I want to see if I can undervolt that, because I stand to gain more battery life and cooling by reducing the voltage for that. The GPU is the nVidia geForce Go 7800, and I was wondering if there were any power management tools for that.

Have a look into NiBiToR. I'd only recommend trying to undervolt a GPU for very advanced users; so anyone who reads this, make sure you are entirely comfortable with computers before considering this.

It's not quite the same as undervolting your CPU. Basically what you have to do is dump the video BIOS and re-flash with another BIOS; assuming you can find a suitable one.
I'd actually really recommend against it as typically you get very little heat reduction, maybe like 5 degrees Celsius max reduction; and it can cause a great many problems. -

Nope, for that you need something called nvFlash

Do a search of these forums for the terms NiBiToR and nvFlash for more info. One is used for dumping the BIOS, the other for re-flashing it.
