    Do I have to purchase another version of Vista Home Premium to upgrade from 32bit to 64bit.

    Nope. But you will need the 64 bit media to install with.

    Do I get it through microsoft or dell?

    Dell may supply it, but last time I spoke to them they didn't provide a 64 Home premium.

    I believe it can be hard to get the media out of them too

    Yes you can. Call them up and ask for them to send you the restore DVD for Vista x64. If not you can contact Chris M on the Dell forums and he should be able to get you a copy.
