Is it possible to use a smaller Inspiron, to charge the 1520?

The 65 watt adapter? It should work but depending on the configuration of your laptop, it might not be able to charge the battery while it runs, or it may charge very very slow. But yes, it will "work".

Funny you should ask, I have my 1520 at work with me now, and its plugged into a Latitude D800 charger (borrowed from the desk across from me :) ). The connection tip is the same, and the voltage output is the same, so rather than carry my charger back and forth - I just use the D800. It looks like the M90/M170 charger will also fit - but its a 130-watt charger. Not sure about other/older Inspirons though.
