If I bought the 9800 256mb vid card with a dell 9100 would I be able to remove the 9800 for use in another notebook later on say if I wanted a faster processor and all?

It would have to be another 9100 or XPS, laptop video cards are custom-made.

i just got my 9100 with the 9700, now in a few months would i be able to easily upgrade to the 9800, is that something you think dell would be able to do?

I don't think Dell would change the video card for you, but you can always ask. The XPS is the only one that Dell will change for you.
Of course, you can always buy the card on your own and install it yourself.... -
From what I understand its not very difficult to change vid cards, as long as its made for that system.
