    So, if I wanted to upgrade a 64MB GeForce FX5200 to an ATI 9600 128 MB in my Inspiron 8600, can I do it on my own?

    What steps would I have to go through in order to upgrade my video card?

    Yes, you can do it on your own, but would void your warranty, so be careful.

    You would need to purchase the card either at Dell's spare parts or Ebay

    There are instruction on Dell's website. I don't have a link, but if I can find it, I will post, otherwise just look around the website under support and it will tell you how to replace a video card.
