Go here and get the drivers.

Oh, and make sure the bluetooth radio is on in the BIOS

This question has been asked several times here. First, try the patch at Dell to see if your BT module was turned off. Second, try to install the driver using the instl.msi instead of setup.exe. When it prompts for fn+f2, just click cancel and it would finish the installation. In case you want to get a new version of driver, go to anycom.com and download the one for USB250.

The OP said that happens after he format the HD while he was trying to install back the driver. I'll assume he has the BT working before the formatting and the BIOS should have already been set.
