I saw a couple had this problem, including myself, so I figured I'd post the answer here.

After formatting and installing a clean Vista on the Vostro 1500, the Dell website lists most of the drivers you need to get things working except the mouse. The mouse will work, but the scroll capability will not.

I talked with tech support which ended up telling me the drivers are not available (yea right) so I searched around and finally got one that does:

    http://support.dell.com/support/downloads/download.aspx?c=us&l=en&s=gen&releaseid=R155586&SystemID=INS_PNT_PM_1520&servicetag=&os=WLH&osl=en&deviceid=14029&devlib=0&typecnt=0&vercnt=1&catid=-1&impid=-1&formatcnt=1&libid=17&fileid=207655

This is the Synaptics Driver for the Inspiron 1520, which apparently is very similar to the Vostro 1500. I installed these and my Mouse properties now has scrolling options and the scrolling works well.

FYI, I always get them from

    http://www.synaptics.com/support/drive.cfm

From what I've seen, synaptics drivers are universal and the latest ones are always on their site. No matter how dell repackages them, the synaptics.com ones have always worked for me... looks like the latest version for vista is 9.2.5, compared to Dell's v9.1.18.6.

Ah, thanks for the input. I didn't check there at first because I couldn't figure out which manufacturer made the touchpad. It wasn't listed in any documentation or manuals I had or looked at online.
