The Inspiron is more for home users whereas Vostro is supposedly for small business users. However, the only significant differences I noticed are that the Inspiron comes in many colours and the Vostro is cheaper for the same specs.

You may want to consider the Lenovo t61p they range between 1200-1500, I was considering it although I saw a t60 yesterday and I wasn't overly impressed with the quality... it was nice although it didn't seem much better then a dell (that would be 200-300 less) Although the t61p does have a better video card with ddr3 mem.
Also the for about 1600 you can build a asus c90, or for a little more a g1s (currently my favorite, but out of my price range)
