I just checked and tried to configure a vostro 1510 and there are options for Ultrasharp panels. In this case do you think it just means glossy/matte or is the panel actually different?
I've heard that IBM truelife was the last IPS panel available on laptops that we can still buy?

The Ultrasharp simply refers to the highest resolution available for that screen size. Dell isn't consistent in that too.. With sometimes WSXGA+ being referred to as Ultrasharp, and sometimes WUXGA+..

There are only a few laptops that use IPS panle, such as, the old IBM T60 with "felxview". Fujitus also has some models that use IPS/AAFS. But based on my experince, they are still not comparable with Desktop monitor with IPS panle. 2 reasons: 1. The drive curcuits are all 6 bit, which means the color of laptop is only 262k, no matter what panel it is. 2. due to limited power, there is usually only 1 lamp and much dimmer than the one in desktop moniter.
I had a T60 with flexvew, the saturation is very good, but it is kind of "yellowish", so I sold it after a few months.
The best one I have used is a LG panel in my old E1705, but it is a TN
