What does the HDD Management feature in the BIOS which can make the HDD "slower and quieter" or "faster and louder" actually do?
How much slower or faster does the HDD actually become?

I think it depends on the HD. What that BIOS feature does is change it's operation mode if the drive supports it. I have mine set to 'maximum performance' or 'faster and louder' and it's ok for me.
I would suggest that you use 'faster and louder' unless you have reasons not to. Laptop HDs are slow as it is. -
I hadn't even seen that feature on my brand new E1405 till just now. I'm curious what it actually does do myself now. There was no difference in benchmarks between the two from what i saw. I would assume all hard drives installed by Dell would "support" it if there is an option for it in the BIOS?

No, by default it does neither.
You can choose to do one of the two or leave it that way.
I plan on making it quieter. -
That doesn't really make sense though. Seems there's an on and an off, right? I don't understand what the third setting would (could) be?

option 1: Off
option 2: quieter than normal but maybe a little slower
option 3: louder than normal and maybe a bit faster -
does it add heat if it is running faster? and does it take more batterY?
