I have 2 older Dell Studio laptops I stream my ISO, x264 and other videos with. I have tried VLC, Power DVD and 5kPlayer, same results

It seems to be real bad when loading the bigger (30+ GB) ISO files, my Blu-Ray Iso backups.

One has an Intel Core Duo T6500 2.1 + integrated chip Express graphics and it has real bad stuttering video playback

The other plays fine and has an Intel Core Duo T6600 2.2 + Radeon 4500 HD graphics but plays video real nice.

Would the graphic card be causing my issues?

I'm thinking the jittery one is just not powerful enough.

it can be a combination of things, but I agree with Kojack your laptop / video card may not be powerful enough.

CPU usage, Video Card, and hard drive all have an effect on playback performance.

Also - Sometimes windows becomes so bloated files and programs just don't run well. - a fresh install of windows may help.

You can compensate for things to some extent, by upgrading the memory, and if not already installed a SSD drive. but it comes down to how much money do you want to spend to see if you can make it work.

Funny though. I have an acer 7720 with similar specs to your dell and it plays back hd video fine. It might need a clean install and freshening up.

I know right! My father has a little notebook similar to yours and his playback is fine

Did a clean install, WIN 7 Ultimate 1 week ago. Made sure that nothing is sucking up CPU

Was thinking of going into BIOS to try and assign more RAM to the chip but I am stopped by the Pheonix password.

    Updated the Bios
DL'd intel graphics media accelerator driver for mobile

Fixed my issue. Not sure what fixed it but my money is on that Intel accelerator
