To be more specific its when they email you a word doc that has the details of what you are being offered.

The point of a quote is that it's something in writing saying that Dell is willing to sell you a certain system for X dollars. You can then wait to see if you can find a better deal, knowing that you have the quoted price to fall back on, that's my understanding at least.

Typically a quotation (from Dell or any other entity) will include verbage indicating the period of time the offer is good for. As well as the terms of payment as well as how an order can be placed.
In an industry where pricng and hardware life is volatile like the computer business is, these time periods are usually very short in duration. -
Yeah, typically a month would be the maximum that a company would honor a price quote like that.

AFAIK, Dell Quotes are valid for 48-72 hours

You don't have to go through the person who gave you the quote because any rep will honour the same price but its kinda respectful to go through them so they get the credit (if you got a good deal that is).
There are terms and conditions that come with the quote but i some reason i can only download it to 95%
