You have to start with one of the configurations that's not labeled "Smart Value". Then configure it so the list price is at least the $1499, then add it to your cart and you should see the discount.

Also, keep in mind that the second one of these promotions ends, they start a new one. Sometimes it's $350 off $1499, other weeks it's $400 off of $1799, sometimes $500 off of $1999, etc. The current one is good though if you want a more modestly-configured system. Other deals will be better if you want it really decked out (and costing more).

Is it really a "second?" As in, will there be a new one tomorrow?

I know I can't keep waiting, just wondering. If there's a good chance of there being a new promotion tomorrow, I can wait until I feel better about purchasing it.

Oh wow, the $350 off was misleading. It was 350 off list price. :(

I obviously can't be sure of what Dell will do in the future, but in the past year I've never seen a day without some sort of similar Latitude promotion. One ends and the next day there's another one.

So... hurry! Limited time only! ;)

As I mentioned though, some deals may be a little better or worse depending on your budget.
