I want to just build my Vostro 1400 with a Celeron then upgrade it myself later. Is this the correct CPU to buy?

I think it's Socket P. Definitely not Socket M. And I think anything in the T7xxx series will work.

the problem is that Dell Canada charges CA$1384 for a T7300 processor, 2GB RAM, DVD Burner, Vista Business and 160GB HDD as upgrades vs. US$829 in Dell US. almost US$600 more expensive than Dell US excluding extra 8% more tax.

most Canadian buyers got huge rip-off if buying higher configured Dell laptop from Dell Canada, unless you got those special coupon or half price discount. this a main reason to buy basic model and upgrade in aftermarket for Canadian buyers.
