I recently reformatted the HD, and when i'm going through the MCE set up, there's a step where it has to test the sound through the speakers, but it says the video decoder is not working or not installed. also, post-format, the audio sounds a wee bit crackly. where's this decoder?

You need to request Cyberlink PowerDVD from Dell's Tech Support. They should send it to you free of charge and within 2 business days.
You can also find free decoders on the web. There are several to choose from, but I personally like PowerDVD. -

ok, i found another cyberlink dvd disc that i had for another computer, installed it, and it plays dvd as well as with windows media player, but the MCE is still showing a decoder error. i tried restarting as well. anything?
in fact, i really wouldn't care if i could find some kind of stretch feature in regular WMP for 16x9 screens -
