On the Dell website the only installation OS option is Vista for the XPS1330. Does anyone know if Windows XP drivers are available for a reinstallation?

I just spoke to DELL onlie sales staff for customization. Here's what DELL has to offer:-

b) NO upgrade to 200GB Hitachi 7200rpm hard disk
c) NO upgrade to 2MP webcam
d) NO change to LED screen with backlight

What are they selling?

It is too early to say for sure. Dell support site doesn’t even list Vista drivers for M1330 yet. But I’m guessing you’d be able to run XP without any major issues. Basic components like Sound, VGA, LAN and Wireless will most probably work since they use very popular brands like Sigmatel, Intel and nVidia (even if DELL decide not to officially support XP, there is a good chance that you'd be able to download those drivers from manufacturer's site). But special devices like the camera, fingerprint reader and memory card reader might give you some trouble.
