My notebook has had a status of "with local carrier" for 3 days. How long does it just sit there with them usually? Everyday I think it will arrive but it doesn't

Well, I called them and they said they've been trying to call me to announce delivery but it was the wrong number. They read the number to me and its the RIGHT NUMBER, now I have to wait until next week.
If i had not called them to find out whats happening it looks like they were just going to let it sit and sit. If they had phone problems, whats wrong with email?

This is not a good start to my Dell customer service experience.

Doubt thats a Dell Customer Service issue, but rather an issue on the end of the delivery company.

It's not really on Dell once they've shipped it out (aside from choosing a bad company to ship it with). It's on DHL at that point. My Vostro was "with courier" for two days, and there was never an attempt to deliver to me even though it was "guaranteed" by the second day. I saw two DHL trucks pass through my neighborhood in those two days too. I just told them to stop sticking in the van and picked it up from their station myself cause I figured the delivery guy was just stupid.

An XPS1530 got delivered to my place today and it was first day "with courier". Go figure.

My best advice, if you can reasonable get to their station is just to pick it up yourself. Bring your tracking number and a photo id, and it's a lot less of hassle than sitting at home all day waiting on a delivery man who may or may not bother coming that day.
