I have a 1520 with the 8600 but basic specs otherwise, thinking about getting a 1720 with better specs but a 8400, can I swap the cards?

Yes and no. The cards are compatible but you will need to take off the heat syncs with a torx bit screwdriver.

There was a post made a few months ago showing this.
