Well you usually open the bios. When you first turn on the computer, at the bottom it should say something like this "Press __ to enter setup" The __ is a key, such as F7 or F8. It is different on most computers. Instead of setup, it may say BIOS. On my computer, it is different It says "Press F8 to enter setup" Then it says "Press ESC to view boot menu" I hit ESC and that gives me a list of all bootable devices. If going the BIOS approach, open the BIOS. Look through the menus for something like "Boot Order" or "Optical Device Boot order" or something like that. At the bottom it tells you how to change things. For example on my computer I set it to first try to boot from Floppy, then CD, then USB, then Network, then the Hard Drive. Some BIOSes use different words, like "Optical Device Group, Floppy group, network group"

If you want a 1 time boot, press the F12 key when you reboot. I've never seen it list a USB for a boot source, so you probably need to have it plugged in first before you hit F12.

If you want it permanent, then press F2. Do as logume said. You'll find the boot menu in there and you'll need to make the change. Then save it and exit.
