What is causing your fan to turn on? Since it isn't on constantly it seems to be happening for a valid reason.

    What are you settings? Etc.

Is the fan spinning up very loud? There are various speeds the fan can spin at. Even at idle, the fan can spin at a low speed, but this low speed will not be sufficient to dissipate all the heat, so after a while the fan will need to speed up to cool it back down, then it will drop back down to a low speed. At excessive temperatures, the fan will speed up even more. Is anything running in Task Manager that is sucking up CPU cycles?

I don't knoww what you say to Dell when you talk to them, but I've never had a problem with Dell support. They generally replace any parts that aren't working or performing properly without question.

Another option you have is to open the Studio 1535 yourself and see how the heatsink and fan actually look. Then you can figure out what the problem is directly.

Other than that I don't know what to tell you. I've never had any major problems with Dell support in over 10 years of buying their products.

I might recommend undervolting the CPU (with RMClock), you can lower the voltage and that will keep it running cooler. I did this with my 600m with the old Pentium M processor, but helps a great deal.
