M havin this strange problem with my dell inspiron 1564 laptop. core i5 processor 4gb ram 512mb graphic card . win 7 home premium.
now the thing is when my laptop was fresh with factory settings it used to use only ram usage mostly for large memory usage apllications like vedio editors or any application. and the processor usage genrally remained 30 -50% but due to error i formatted my hard drive and reinstalled windows. but now whenever i launch any application the ram usage remains 40-50% and cpu usage shoots to 80-100%. soon the processor gets heated up and i have to shutdown the system or either close the application. same happens while antivirus scan. i have checked the system with eset smart security four and windows defender . but havnt found any spyware or virus. even i have reinstalled fresh win 7 and drivers. still problem persists. m i missing some important setting. I will appreciate if anybody could guide me regarding this. is there any setting which could bring back the primary load to ram rather cpu usage. I will be very greatful for your help.

Tsunade_Hime such bacon. wow
Download and run HWMonitor and check out your temperatures. Worst case scenario it must be sent off to Dell for warranty repair. Make sure you back up your data beforehand.

I'm not familiar with the Inspiron in particular, but sometimes Dell systems need drivers not included with generic Windows. I have an ancient Latitude C-something that will overheat just sitting at one of the XP install CD prompts, but runs fine for days if booted from the XP install provided by Dell.
As a first step, go into Control Panel / Device Manager and see if you have any yellow exclamation marks or "Unknown Device" entries. If so, try to locate and install the appropriate driver(s).
If that doesn't do it, you could try the shotgun approach of downloading and installing drivers in the "Chipset" and/or "System Software" section of the Dell downloads page for your particular model.
One last idea - are you using something like SpeedFan to monitor / control fan speed? I've had systems brought in for service where someone did that, and unintentionally forced the fan speed to some low speed which caused overheating.
cpu overload ??
