There could be many problems attributing to this.

First: What browser do you use? I recommend Chrome, Safari, or Firefox 3.5.4 they handle rich content much better than IE. Opera 10 is fine too.

Second: Is your processor doing this only during flash games?
I ask this because one time, my computer was VERY VERY slow. svchost used nearly 100%. I thought I had a virus so I reinstalled. After reinstall it was still very slow (My Windows Experience Index went to like 2.4) I used CPUID and found that my multiplier was stuck at 3x. I changed the Windows Power stuff to no avail, but what ended up solving the issue was pulling out the AC adapter and putting it back in (I know.. )

go into the windows power settings and change maximum processor state while on battery to 100%
