My GF's charger for the 1720 is faulty and goes off when you move the wire
at the point jack that goes into the laptop (its not the connector in the laptop I am 100% sure)

is it possible to replace this jack OR is it a case of getting a new PSU for it?

looking for the cheapest option really

Well...the jack is soldered. The easiest way is to test with a known good Dell 90 watt AC adapter and see if that fixes your issue. PA-3E are pretty cheap these days, Dell's new slim 90 watt adapter. Worst case is the jack is fubar, you can desolder that one and resolder another one on (they are like under 5 bucks) IF you know how to do it.

If you are 100% sure it is not the connector in your laptop, just buy a new power brick. It is definitely possible to connect a new laptop-side cable, but you'd need to get that cable from somewhere, crack the power brick open, solder the leads, etc, etc... it's definitely not worth the $15 it'll cost you to buy a new, genuine Dell adapter.
