Can the fingerprint reader on an m4300 be used as a scroll wheel? If so, how?

No...you should be able to configure the side of the touchpad to act as a scroll though.

It is a different chip - the HP tablet's is Authentec, and Dell's is TouchChip, so I highly doubt you can use Authentec's software on TouchChip's hardware.

No...I have a 1530, and the fingerprint reader CAN be used as a scroll, you just have to configure it with the fingerprint reader software already installed on your DELL.

Go to the Notification Area, right click on the fingerprint reader icon, click on "Start Control Center", Click to expand "Settings", then select "System Settings". On the new window opened, click on the last tab called "Scrolling", and there you can configure the speed, acceleration and hotkey for scrolling with the biometric reader.
