    I have the same problem with the 1700. The screen blanking is apparently done in software. However, closing the lid does trigger an ACPI event. My solution was to use a script that was run by acpid. The file is "/etc/acpi/actions/lm_lid.sh".
    Code:
    #!/bin/bash
    /usr/bin/xset -display :0.0 dpms force off
    I found that very simple script from a website somewhere.

    I'm on a Vostro 1400, I'm finding the same issue... from what I've read this is only in XP with Vista there is no problem and the LCD shuts off ~inch before you actualy close the lid, try it with the BIOS open and see. Its a driver issue, I read somewhere that only the Dell Drivers will fix this or something, I'm currently using modded laptopvideo2go drivers.

    Solved the problem: Use Dell drivers, I used the Dell Vostro 1500 8400m GS drivers and now my laptop lid turns off when I close the lid but does not hibernate/stand by or anything :)
