It really depends on what you have installed and how much crap you have on your computer.

    Yeah, what nizzy1115 said.

How long does it take to shut down?
How long has it been since you reformatted it?

And as what nizzy1115 said, you could have a bunch of stuff installed that is taking resources like crazy.

Or you could have a virus/spyware. Try scanning it with a good antivirus program and AdAware.

This is trivial. The 1.4 is NOT a slow processor, and is more than ideal for XP, or probably even vista I would guess. The reason it's taking so long to shut down is because he didn't reformat the HD when he first got the computer. You should always start fresh.

Another factor in general performance is HD RPM. A 7200 drive is ideal. 5400 is acceptable, but slower.

The only good antivirus programs are those that are very small and take very few system resources. AVG is a great one, so is PC-Cillin but I use ez-antivirus. Stay the hell away from Norton and McAfee, and anything similar.

Probably have heaps of bloat processes to shut down during this time. You could apply registry tweaks to cut the time it takes before killing them all, but the real solution would be to reformat.

Also, why not put it to sleep rather than shutting it down? Mine is near instant sleep and wake from sleeping.

I recommend Kaspersky Internet Security as an antivirus.
