    You need either the remote for the vostro from Dell or use an universal remote.

    I've got a Logitech Harmony 525 here in the house and with it i can control the Vostro remotely...

    If you want it to use to do synching with mobile phones etc. i wouldn't know.

    The IR receiver built in is solely for the travel remote control. It is not a real IR communication receiver. If you need to do IR file transfer, get yourself a real USB IR receiver for ~$10 shipped.
