What are you going to use it for and what is your budget?

Hmmm - try and find something which has a 940M or 940MX and look for an i5 or i7 Skylake/KabyLake

Probably not - ULV i3s are generally crap. Most low-end laptops are intended as facebook machines, not a workstation or power user device.

Are you really telling him to buy a laptop with a CPU more suited towards tablets for engineering work? Really? Why? If a low-end dual-core is enough, then why do people buy 1000$ 8-core CPUs for engineering simulations? Riddle me that.

There will be though. There will be many issues - he wants to run some pretty demanding applications. He NEEDS a powerful CPU, preferably a quad-core. Any crappy dual-core with iGPU will result in terrible performance, stuttering or maybe even short freezes.

I use my lower end dell for video, photo and graphics editing...no issues. NOPE It may not be as fast as the newest most expensive computers...but it is not "SLOW"....

If I were you I'd go with an upgradeable laptops. That way you can make it faster if you require the increased performance. For example my Dell Latitude E5520 and Dell Latitude E6520 had upgradeable CPU's. Back then I couldn't afford to buy the i7 off the bat so I bought the i3 version and then ordered an i7 quad-core processor off of Ebay when I could afford it. My old E6520 and E5520 still run faster then my new E7470. Also they both have Express Card Slots if you want to run an external GPU.
