    i5 clock speed issue

    Hey guys,
    I have a Dell Studio 1558 with Windows 7 home x64 sp1 and an intel i5-520m (1st generation). The laptop is almost a year old and I just noticed something about my processor clock speed. The processor is rated at 2.4gHz and with Turboboost (Intel's built in safe overclocking) I've seen it get to 2.75 gHz. It has always been able to reach that speed on my computer but recently it has only been maxing out around 2.2gHz, even when CPU usage is near 100%. This is not a cooling problem; my computer never goes over 55 C according to numerous temp applications. It is not power management; processor max state is set to 99% on all power plans besides power saver. Does anyone have an idea of why my processor suddenly is not reaching capacity?

    Why have you decided to put max power state to 99% instead of 100% with Turbo Boost?
