Thet should if you purchased the card from them nd no another website.

If you do in fact have an active warranty, then your chances of replacement are much higher. Call and stay on the line and if needed, ask for manager(s) to get the issue properly handled. Ensure to properly document all your communications.

Yea, just do a dell chat, or maybe stay on the phone next time as that's the only way anything is going to get taken care of.
gengerald is right though, if you have a warranty it will be much easier.
I don't ever have problems getting things replaced on my Dell's, its not that hard to do Dell Chat and get it taken care of quickly. -
my warranty expired. but I am sure you guys have heard that dell extended the warranty for the dell computers with geforce 8600 because of overheating . but how do u apply for that? like i called dell they claim they dont know what im speaking about. and i cant do chat because my warranty expired.

The warranty isn't for the 1520.

I think this is more about your statutory rights than warranty. I have no idea what they are like in Israel, but if you lived the UK or Europe, or probably the US, I think you'd have a very good case for some compensation.

Its possible that Dell would send a new graphics card ... last time I checked ,they still had some cards in for the 1520.
inspiron 1520 Geforce 8600m GT FAILING!
