Home & Home Office users and Small & Medium Business orders.

Up until now it was only offered for small & medium business orders.

Anyone who lives anywhere within the US gets the nice epp discount

Edit: My bad, I thought you from the US and were just having her purchase it. I know nothing about what they offer outside the US so I'll move along :)

If it's not on the website, try ordering by phone and ask for the LED screen. Often it's possible to order these things by phone before they are officially available on the website.

As of this morning the LED is an option on the M1530 in Canada. Cost $200 over the basic screen.
