is there much of a difference between the 2.2/2.4/2.6ghz processors?

The 2.2 and 2.4, no not really. Between the 2.2 and 2.6 yes there would be a difference, but only really noticeable when doing heavy graphics work or encoding.

would the T9300 be any different than the T7700?

No, you would notice absolutely NO difference between the two. And the battery life and heat will be virtually the same.

Then you were lied to. 200mhz will NEVER result in almost a 33% increase in performance.

It will if you're at 600 MHz or less to begin with. Be very careful when saying "never".
The difference is pretty much linear here. 2.6 GHz will give you about an 18% improvement over 2.2 GHz and a an 8% improvement over 2.4 GHz. 2.4 GHz will give you about a 9% improvement over 2.2 GHz. Will it be noticeable? It depends on what you're doing with the processor.
