i see that sometimes gt650M memory shows 1000Mhz and sometimes 2000Mhz during (ex furmark or gpu-z).

    usually it says
    core speed 835mhz - mem speed 1000mhz
    or
    core speed 405mhz . mem speed 2000mhz

(i know there is different states the gpu working in (2D, low 3D, high 3D, etc).....

......is it just different states the memory goes in ???
if so, why does the memory not runs in 2000mhz all time during benchmarking ???

What benchmark? There could be moments when there is no demand of power.

The memory is 1000MHz GDDR5. Often this is called "4000MHz effective speed" since it's GDDR5. So max speed is 1000MHz, but for some reason many programs misreport the speed to be 2000MHz.

The memory has an lower state when idle which I can't remember (probably 300MHz or so)
