Dell Quick Set controls these. There should be a little icon in the tray.

You can't configure them. Dell Quickset must be installed on some systems in order for them to work. By default, they work with Cyberlink PowerDVD and WMP.

If you want them to work with other programs, you must configure that program to work with the keys. With Winamp, you must enable global keys. With iTunes, you have to install a pluging.

There is no way to customize the actual keys.
