ok so i get my notebook (xps 140) and i reinstall the xp media os and i reinstall all the drivers. system is faster and more resonsive, whoever now the HD(100gb 5400 rpm) spins and i can hear it spinning everytime i am doing something(gets on my nerves BAD ) WTF. when i first got it the HD was silent and i never heard **** now i can hear it very easyily, its not a clicking noise. its just a spinning noise. WHAT GIVES?
also my cpu runs much hotter, it use to idle in the low 30's and the fan was silent and now it is idleing in the high 40's and i have to use I9KfanGUI and but the fan on high to make it cool and it still really doesnt cool down to 35 C . again WTF I DONT GET IT. an have gone to the dell site and installed all the newest drives and even upgraded to bios A04
i am SO MAD and lost please help me, this is very sad

Some bios makes the computer run hotter. Try to flash the bios back to A03 (if possible, some bios cannot go back to older version).

ok so im listening to the comp more and i am wrong about the HD making the noise. its the **** fan making the noise, i will open a folder and i guess the gpu will load up and heat up and then the fan spins LOUD and FAST to cool it down. now while this is normal why is it that after i reinstall xp that it does this. before it never did this and now it does.
also why would a new bios make a cpu run hotter? does the bios control the cpu voltage cause i sware that my volt was 1.5 before the install on the os and the bios flash and now it is .98-1.35 and changes between those two volt readings -
i doubt it's related to the reinstall. there's nothing in windows that would change that unless you installed some 3rd party fan speed control software. the only things that i can think of that might be related would be the BIOS (which would remain unchanged unless you flashed it as part of your reinstall) as was mentioned and the chipset download.
how long did you have the notebook before you did the reinstall? long enough to know it's behavior?
also, 2d stuff (basically everything that isn't 3d) is handled by the CPU so if it's heating up, maybe you have changed some throttling settings or the reinstall defaulted back to a setting that dell set at the factory.
as a point of reference, i did not experience this problem after several reinstalls and i haven't heard of this problem from others who have done the same. -
try chaning the performance setting in the bios for the disk drive. there are 3 options, each self explanitory.

I don't know the technical reason, but try search "bios"+"hot" at dell community forum in dell website. There have been numerous reports that some bios makes computers run hotter.
BTW, you didn't install any new softwares, like anti-virus program? -
no, actually i have less software on the comp now. the system idles with only 173 mb of ram useage( i think this is good) and the cpu idle temp is 43-44 C. i went into my bios setup and put the HD on quite mode vs performance mode but not sure if that made a diff on the usal HD noise(whirl like noise) after some watching and running diagnostic programs i have come to some conclusions.
i did notice that while the cpu is idleing at 43-44 C and i open a program the fan would kick on for 5 sec. and then go off. then i looked at the cpu core voltage and idleing it is .998 (this is a P-M thing from what i understand) then when opening a program it goes up to 1.356 and the fan will kick on for almost the exact time the voltage is up. so im figuring that this is somesort of cooling aid that is built into the bios or chipset drive, not sure which really.
is there a way to change this setting at all?
would getting some as5 thermal paste and useing that help lower the temps?
