    What laptop is it?

    I would try:

    - Testing your AC adapter with a multimeter
    - Use a known good Dell 90 watt AC adapter
    - Remove the battery and AC adapter and hold down the power button for 30 seconds 2-3 times
    - Use a known good battery

After all that you could have a short circuit on the motherboard/charging circuit, a bad inverter..

Disable Dell extended battery life in power options.

Set your brightness higher when you're plugged in. My 1558 remembers the last brightness from when it was plugged/unplugged and reverts every time.
