Is it possible to have Dell ship a customized laptop to an dell store outlet and buy it there (for the same price as if I bought it online)?

I'm getting a student loan from the government to buy a laptop but it only works if I buy it from a store in Quebec. I suppose they want us to support the local economy.
I'd like to still be able to take advantage of the dell coupons.

Back when I first started looking into a new Dell, I chatted with the folks at the kiosk. Essentially, you can order it through them, face to face, they place the order (how you want it customized), and it ships directly to your door. They don't have any 'stock' to sell. They offer the same services as the website, but you can get better service (obviously) and you can sometimes haggle a bit with them at the kiosk. I'm pretty sure they'll do their best to beat the online prices.

(Ah Quebec... I just moved from away there. I'm missing it this morning as the Montreal Jazzfest is about to start.)
